This is very true and I have witness companies use these shady outsourcing practices myself.
Most of these "we will take the fall for you" companies are borderline legal and are owned by cousin of a nephew of a wife's cousin's brother who is distantly related to whoever wrote the regulations for the industry in the first place and are a kind of a legal way to bribe your way into passing an inspection.
If us mortals are going to be staring outsourcing business it has to be something real aimed at making other businesses lives easier by getting them to pay you to take care of some background process while they focus on running their business, and if at the same time you have a decent insurance and offer them a protection from liability, all the better.
