I've noticed that people here in the US will refer to themselves as German or Irish or where ever their ancestors came from instead of just referring to themselves as American.

Has it always been this way, or have things changed?

Not to me.

I don't consider blacks in America to be American, for example. They're a totally diffferent race and culture.

What he is saying is that if you want to be consistent, you should identify as someone from the country of your ancestors. Someone with African ancestors is African. Someone with European ancestors is European. A Native American is American.
