When all of the necessary things are available of course.

Examples;

  1. Toilet paper either not on the holder or completely gone

  2. Shampoo.

  3. Hand soap.

  4. Salt/pepper.

To me it seems like a blatant disregard towards others.

Being angry isn't a good state of mind. It's much better to look at a situation and assess if you can negotiate a change with the other party. Then you look at the tools you have and use them.

Spoken like someone who pisses off men regularly...

Yeah, those workboots will kick and ass hard enough to initiate change or the need to clean shit off the steel toes.

The best ones are changes to the environment that push the costs of the other person's actions back on themselves. So have your own toilet paper roll, your own shampoo, etc. If they leave theirs out, move it into some inconvenient cabinet, or put it on their bed. Something that makes it something they have to deal with, and annoying, but out of your way. Same for dishes, if they leave a bunch piled up, move them to their counter (if you divide), into the cabinet dirty (if they have their own section), or into their room.
