He should avoid the injections at all costs. The chance of him having a crippling or fatal reaction are low, but they exist. He would be gambling with his entire future, maybe his life. There is no need for him to take such a gamble, and those trying to force him into taking it are criminals.

He needs to look for another job and make them fire him. If you quit they are free from an legal liability but if they fire him he might be able to file a lawsuit against them. I am sure there will lots of lawsuits against employers.

why. obtaining an exemption for something illegal is effectively stating that the illegal thing is legal.
