It is simply, Thesis - Anti-thesis - Synthesis.
Problem: We want all the power Thesis: Terrorists will get you Anti-thesis: Increase the police state Synthesis: We now have all the power
Create a problem that only you have the solution to in order to create an outcome that suits your original wants.
I'm not so good at writing stuff. I will leave out important details. After all I am just a human and mistakes are in my nature.
