I just view everything in America, government, supreme court, dem and repub, corporations media and hollywood, and police and military, as all part of the same incestuous zog. So my answer would be no they cannot because why would they jail themselves?
They can do whatever they want. They can work against the Constitution but they will just call it something else. "Reinterpreting" the Constitution, or calling it a "living document" which just means it's whatever they want it to be at any time. And they would never "repeal" an amendment because the language is too strong for the dumb masses, so they essentially neuter it instead using flowery language.
