That's Cloudflare. I would not use Cloudflare's DNS. They say it is "Privacy Based" but they don't mention whether they block ("censor") certain IP's
My understanding is that it's only private because 1.1.1.1 is like a default/placeholder IP for severs all over the world full of unindexed random junk data that is supposedly secure because of the sheer volume of the data makes it very difficult to search or index.

Yeah, no. It's Cloudflare. They can and will block certain IP's. They could potentially redirect certain addresses as well. They never claim they don't.
Notice, that they say "faster and more secure." They don't mention anything like "open," "without redirects," "unrestricted," or "unlogged." *
Cloudflare is not necessarily your friend. They took down 8chan. They took down gab. They took down The Daily Stormer and others. They obviously enjoy being in control.
Don't kid yourself. Cloudflare is not in the business of "unindexed random junk data." Cloudflare is highly organized and knows what it is doing.
Also ask yourself, if it is a completely free service, why does a big company like this push so hard on their website to convince you that you should use it? (see link below) They say that you will want it because it is so much faster. Like I will really notice the difference browsing the internet when my DNS lookups take an extra hundredth of a second? Why would they promote a no-charge service, if there is nothing in it for them? I am skeptical of their altruism.

*They say they keep their logs for 24 hours for "debugging purposes" and tnen purge them. --So they admit to logging. --So not really "private" at all.
