So during the cold war the name of the game was to get the nukes as close to their target as possible so you could reach that target quicker than they could reach yours.

You would want to hide its location (silo) because the most common target would be other nuclear launch sites and if you are close to them, they are equally close to you.

But there is no where more close than within the country itself. It would be absurd to think that governments at that time put no effort into concealment and camouflage.

So what do you think. Do you think there are Russian nukes in this country buried under ground, or nukes in Russia?

Probably. Are they in any state that they could be set off if found would be the better question. The most likely places would be Soviet/Russian embassies due to the privileges they are afforded. Not sure if consulates get the same protections.

As others point out, ICBMs have kind of made this specific device obsolete.
