The reason why that happened is in because Sweden jury members were never selected randomly instead regional political councils were supposed to choose "men known for having good judgement and good moral character" (I don't remember the exact phrasing).

To judge the validity of law itself. Jury nullification is part of the check and balance for the legislative branch.
With out jury nullification there is a potential for run away law creation.
The enforcement of color of law is a violation of United States Code Title 18 section 241- 242, depravation of rights under color of law and any "citations" are to be considered simulation of legal process.
I believe most session laws are are considered color of law.
