Because the Merriam Websters dictionary definition of "anti-vaxx" is those who oppose mandates. This definition is decades old, and was applied when CA and NY tried to mandate school vaccines, no exemptions.

No. That one's been around. The most notable change in definitions this year is "vaccine".
