I wouldn't say Russia owns Venezuela, no. There are 3 poles to world power : The USA, China, and Russia. A push from one tends to put the pushee closer to the other two. And the USA and Venezuela have had their beefs. Russia no longer, however, maintains satellite states in the way that the USSR did, mainly by virtue of not being able to prop them up economically. When the USSR stopped doing that, these satellite states ended up bad off.
