Because the first publicized scandal that officially gets blamed on deepfaking will drastically devalue real blackmail material.

They could call it out as fake from the get go and still use it though, how many times have you heard the following:

"Shocking new video of (person doing something) circulating today, Did (person) really do that? These people are outraged, I-team investigates at 11"
