Wars are won with food, water, and bullets. Unless you're part of an army that's fighting a war, food, water, and other necessities of life will always take precedence. Not saying ammunition isn't important, but for a private citizen looking to survive a collapse scenario, it's easily the least important of the three. Things like coffee, alcohol, tobacco, and luxury convenience items will be just as, if not more, valuable than simple ammunition.
