Does anyone have any proof of the actual letters that were supposedly sent to farmers? Are farmers still receiving such letters? Did this get memory-holed or was it all just a hoax (I know what my thought on this is)?

From what I know about farming, farmers are sometimes paid not to grow certain crops, according to supplies and market demand. The USDA does things like that and farmers are aware of the reasons. Farmers have their own organizations that would see if the USDA was up to no good. Farming and making food for this country is a complex thing. Most farms today are very lucrative family owned operations or co-ops, and the industry of producing food in this country is outside my understanding. I know farmers and grain producers who produce more than is needed keep their grains or beans in large prefabricated silos that can control the levels of humidity and water content of the beans. They sell their product according to the market.

Here is a video about a modern grain silo: https://youtu.be/ywBV6M7VOFU
