I believe it was a (((professional))) attempt at discrediting conspiracy theorists. There was way too much of it to be just a prankster or two, and the people putting those out were way too old for it to be a meme.
The claims they made were far too close to the actual practice of the government paying people not to farm in order to keep the markets from flooding with crops, which would cause the prices to collapse below operational costs, which would shut down farms the next year causing shortage.
It was the perfect set up for people to look stupid spreading the conspiracy theory on only to have anyone who listened find out about farm subsidies and never listen to those people again.
