One the best shows ever on TV was Miami Vice. The writing was brilliant and exposed a lot of real world deep politics surrounding the drug war and other intelligence operations.

The other interesting thing about it is the filming: Miami was a complete shithole before they started, and the producers had to literally rebuild sections of the city just so that they could shoot.

I'm happy to buy a decent conspiracy theory, but it's also entirely likely that the building was in a horrible state of repair.
