It's been my belief that they have massive human farms where kids are raised from birth to be shooters, celebs, gang leaders, politicians, pornstars, false leaders, Rittenhouses, Grettas, etc... Human farms are a giant blank check to these people. They can take a child and run any training regiment and have them turn out to be whatever they need them to be.
