Had to do a job on a military base, had to give them a shit ton of information, multiple forms of ID, just a lot of paperwork in general. Only to find out that this military base is right next to an NSA office. Why couldn't they just go next door and get all my information? If my tax dollars are going towards me getting spied on, can't they at least make my life a little more efficient?

They take that and run it against what they have on you. You didnt lie or not a felon they let you on base.
Yep it's to see if you're honest. If you lie about shit they already know about, they won't trust you.
It's all a completely voluntary system.
