In theory every Christian, Muslim, and Jew is waiting for the literal son of god to come to earth and rule as immortal king. Divine right to rule is pretty much the default government throughout history. So it's not a stretch for wannabe tyrants to try to will that kind of thing back into existence.

A king is only as great as his kingdom. The more his people flourish the richer and more powerful he becomes.
