One of the hall-marks of Religion per definition, is to "hold back".
Derived from "tie up" / "hold fast" and so on, in the Latin category.

To have the capability/capacity to hold yourself back, is in my book "Religion".
To force others into compliance with your own, can be discussed.
As such, "Religion" spawns the moment you decide not to do something.
