Insurance companies aren't even allowed to use race or sex as a determinant of car insurance pricing no matter how strong the correlation might be to increased claims. Likewise for health insurance.
You might be able to experiment with are some kind of "Gun Violence Priority Zones" or some gibberish like that. Have zones where "gun violence" is above a certain threshold be subject to far more strict regulation and enforcement. Invariably these zones will turn out to be nog areas.
