It could be argued that occupying Norway and installing a puppet government (under Quisling) was evil. He did it to secure access to ports north of Germany. Norway was not a military or political threat. He could have tried negotiating for Norway to remain neutral (like Switzerland) but he overran them and took over their government. Norwegians hate Germans to this day as a result.
