  3. 99% chance to spin 99% off. If someone happens to get unlucky, just have them spin again.

So the thieves would be limited to stealing 1/100th, or risk felony.

There's probably something obvious that I'm missing.

Just add 1000$ to the price of every items (easier to figure out the real price) and give and automatic 1000$ discount on every items at the register. Some dude steel a pack of gum? → felony. It just suck that you have to change the price of every items in the shop.

Make it a rewards card thing like Kroger.
