The question is whether or not a message like "This site can’t be reached. qu.ax took too long to respond." is truly a dead link or a temporary condition. That message doesn't help determine the true nature of the issue so it doesn't help that there is a means to report a dead link.

What? The content would have to be taken down on all of the sites it was uploaded to. If you report a dead link it just starts linking to a different link of where it was saved to.
