Just search for a USB-C to USB 2.0 / 3.0 Adapter. Thunderbolt is a description of a set of features, not the form-factor of the connector itself. It's just a USB-C connector.

There might be, but I can't find one specifically for 2.0/3.0 after a brief search though.
However, while searching I did find that some have resorted to adapting a USB-A drive to USB-C via adapter and then plugging that adapted USB-C into the USB-C port on a Thunderbolt 4 multi-port HUB. But that can get expensive.
Much easier and cheaper to just get a USB-C to Thunderbolt 4 adapter and daisy-chain a USB-A to USB-C then USB-C to Thunderbolt 4. Might work, but I'm just guessing.
And to think Apple could of just used the standard port...
