Could you imagine the havoc a static atmosphere would cause on the surface of our planet? at 2200 mph (your numbers) it would obliterate the surface and turn it into one smooth round ball. It might have been that way a long long time ago, but the drag would have eventually coerced the atmosphere to come along, remember space offers no resistance so the atmosphere would have no reason to not follow the earths rotation. So, here we are.
