You need boots with a breathable waterproof membrane such as gore-tex or sympatex. This will allow your feet to breath so they won't get too sweaty and stay dry from the elements. They make steel toe boots with gore-tex.

Some socks get wet after awhile in good boots. I work in the elements and need to wear steel toe boots. My wool socks keep.me warm but my feet sweat.
Have you tried Merino wool?
I mean 2 layers. Silk or synthetic undersocks and wool or synthetic oversocks
