Two main reasons. 1. Google maps AI is in the hands of diversity hires now so will always suck. 2. Neighborhoods and towns have been complaining for years that small roads through quiet areas are being used as highway bypasses when they aren't designed for that because technically they can shave a few minutes off of a commute. I think google and other map programs are starting to take this into account in their algorithms.
