I've never been to any of these that had free play, meaning the kids can do whatever they want as long as they're not breaking any rules. Is it regional?

...are you being serious? This is where you go for your kids to make friends, then after practice they invite said friends to come over and play, and they get invited to play at other kids houses.

Was recess the only time you got to play with other kids growing up? I assure you that recess is not where those lifelong friendships are being formed...

I'm starting to get the feeling that this is an experience you never had, which is why you're so confused by the question. Kids need free play with other kids. NOT one on one. They need unorganized free play time with groups of kids. That's how they invent games, learn to negotiate, learn to deal with assholes (especially working with others to defeat the prick), learn to build successful teams, and so much more. Kids who's whole life was in structured shit are the retards of today. I know because I have enough family who were never allowed free group play. It was always soccer, baseball, piano lessons, or some organized shit where the kids couldn't just be themselves and work shit out on their own.
