What is the best way. this guy stole so much money from my mom, to the tune of her entire life savings. and on top of this this guy's advice is questionably awful at best. telling her to keep balances on credit cards, not pay off debt so it can be invested instead. seriously, who do i call?

Your state will have a regulator. Also, is the guy a CFP (certified Financial Planner)? If so, there is someone else that can rakes him over the coals for this. If your story is true and he stole your mom's money, he can get barred from ever working in this field again and be fined, into the millions of dollars.
