When we think of fit healthy soldiers performing a physical act against the enemy, thats not what this person does. I think its more a case of being in a branch of the military that just... I dunno isn't really military. Like the surgeon general is part of that branch of the military, so its more of a propoghanda department, as they are classified as non combatants.
