Charter Schools are taking off and teachers' unions are fighting them mad crazy. They don't want schools that focus on performance and educational outcomes. That puts them in direct competition to perform.

The clear upside of metrics on UK schools is that they suddenly improved, the current ones are night and day in comparison. Getting rid of grammar schools was maybe a bad idea though, but before my time.
