Covering things up without vandalism is littering -- illegal -- and leafletting, which is regulated. A legal way would be to petition the authorities that allow display of the advertising, or even to sue them if you can make an argument that the advertising violates some law. Of course boycotting and protesting are legal. How effective usually depends on how many people join you.
