Henery Ford started the movement by himself. Not sure where it went after that, but I believe it a stretch to claim progressive leftists did this. Though I know it's popular to say so.

IBEW sued and got the 40 hr. work week as well as retirement at 65 years of age. Labor unions have done a lot to build America in the last century.
Claims is the problem. Who actually adopted it? In America it was universally ignored until forced by POTUS. Which followed Ford's lead (48 hours -> 40 hours).
