Local PDs are government sanctioned gangs. That's how. If things worked the way they're supposed to, we wouldn't need thousands of police. The influx of foreign cultures and people that won't assimilate got us here. If we had our 2A freedoms back and didn't have such steep budget demands because of a bloated bureaucracy, we wouldn't need a whole lot more than a local Sheriff with units under his sole command than then local NG stationed around big cities. You wouldn't believe how easy it is to bribe local PDs... It's much more common than you think.
