They are ones who created it, and financed it, in the first place. This is the biowarfare military medical industrial complex. They are the only ones who have this tech. This is entirely their baby. They don't need to figure anything out, because they already know all of the players involved. The players themselves have been openly bragging about this for years. They have been war-gaming the training scenarios that created the operations playbook we are seeing in use right now. This is V for Vendetta shit. There is no accountability and that is precisely the problem. James Bond should have killed all of these fuckers long before this ever got off of the ground. It would be nice if we had at least one reasonably competent intelligence agency working for humanity instead of the ineffective fools that pass for the intelligence community these days. The intelligence community has failed us, and the military has done the same. Suddenly we find ourselves left to our own devices, caught almost entirely unawares. Humanity itself is on the edge of extinction with mad scientists and their evil mastermind financiers now run amuck, playing virus games, and murdering real people. You want WWIII? That is very possibly right around the corner now. These actions cross uncrossible lines.
