Your life is in the governments hands. What's left is a scared and obedient population.
Near as I can figure, they're willing to risk killing millions, but their true goal is to create a population with broken immune systems that need their constant booster shots to update their immune systems and prevented ADE from killing them.
Cure a man, and he pays you once. Make him dependent on your shots to survive, and he pays you for the rest of his life.
