They couldn't pay their bill and i was talking with my father about just paying their bill for the next payment cycle of 3 months. It could help them out and also keep the neighborhood looking clean. We wouldn't ask them but just do it, then put a note in the mailbox stating anonymously what we did. Is this a retarded idea or an ok idea?

What communist place do you live where you aren't financially responsible for the services you use?

Not in a small town. Mine isn't large either. Barely twice the size of my parent's and their town is under 1k. But I asked them and apparently they pay a garbage fee too because their town doesn't have it's own setup with taxes. So very small towns it seems to be the case where they don't have it in taxes.

I had the exact same question. What do they do there, negotiate with the garbage company themselves? Preposterous.
