They couldn't pay their bill and i was talking with my father about just paying their bill for the next payment cycle of 3 months. It could help them out and also keep the neighborhood looking clean. We wouldn't ask them but just do it, then put a note in the mailbox stating anonymously what we did. Is this a retarded idea or an ok idea?

That's how you support your community. It's not a bad thing and not revealing who is responsible keeps them from asking for more handouts. Sometimes people need a hand up.
