South Dakota has the most lax residency laws in the country. You almost never have to visit SD and can maintain residency. I own an RV and tons of the full time RVers I meet have South Dakota license plates, because it allows them to travel wherever without constantly returning to the state to keep residency. Additionally they have very low to no taxes on income, pensions, etc
I’m sure it has something to do with that, versus there being some massive community of rogue billionaires in South Dakota
