no. paint sometimes peels when it is put directly on some surfaces. Primer doesnt look as good as paint but it is sticky as hell and it will not peel no matter what. HOWEVER paint does a good job of sticking to paint, (this is why its possible to put on multiple coats of paint without layers of primer in between) so whenever you are putting paint on paint you dont need primer unless the old paint is peeling and there are large bald spots

Why you would repaint it flat white is the question though.

Good question. It’s just dingy and marked up. Probably hasn’t had a fresh coat of paint in almost 30 years and I like the room white.

There are lots of shades of white, flat works best on ceilings if you have to use it. I dont like flat.
