A cloak is kind of like a cape. It was seen as luxurious item of clothing, thus in times of conflict, optional vs being a naked savage armed with a weapon. The point is that having weapons but no cloak means nowhere to hide them; this means you are living with weapons on display; intent.
Personally I'm a fan of what is known as "cloak and dagger" where the cloak is used in conjunction with the weapon, typically to conceal it. It acknowledges the path outside of brute force. It allows strategy. This also serves as a metaphor.
