So if your boss gives you a pay raise that comes out of his department budget and then the boss leaves the company, should your raise go away when the new boss comes in since it affects his budget? Should your wages be limited by the time your boss works for the company? Would you be okay with that idea if your pay was dependent on your boss' term as a boss?
I know what you're saying, but when you look at it in a more practical sense, we wouldn't get anywhere if we didn't have legal hurdles in the way of removing budgetary carve outs for long term projects or policies. If we did what you are asking to do, any new politician could destroy long term plans to improve a city or even just maintain it if the previous guy who held that office could not have reach beyond his term.
Yeah, it's not a perfect system, but it does allow for future planning and long term planning. It also helps to stabilize the ups and downs we would have if we simply reset everything each time we change out the local politicians. Ultimately it's the people's budget so you should figure in their future interests as well.
Personally its about pensions..pensiosnare not yearly pay. They are commitment to pay you after you stop working.

People are supposed to save money from their salaries to retire. That's how it is supposed to work.
So if a mayor puts the while city in debt for the next 30 years during their 2 year first term is it still democracy if you elect a new mayor but he can't do anything becuase the other guy absconded with the next 30 years that no one elected him to?
In any company or private enterprise system your current pay is always at risk. You can be fired tomorrow and then yes your new pay is completely dependent upon what you can negotiate then.
