You're never going to get a truly "free" forum where anything goes. Moderation is necessary because, as was pointed out, you'll get nothing but spam. For examples, there are plenty of older forums that have been mostly abandoned and zombie sites with comments open to the world. Anything past the original activity period is nothing but spam.
