Right, but cities and towns do not administer courts. The county controls the lowest courts. Cities have nothing to do with them except to be where the court building sits. If you want to create your own courts you will need to create your own county.
Oo .. Well then... I doubt that's possible, unless you can get some existing counties to free up land, which I doubt they'd do.
Creating a new town in some empty land probably wouldn't be too hard, as long as you're filthy rich, but creating a new county?
So if you "took over" a low density county it would be easy? But i guess then you aren't "creating", just "capturing" the legal system. Could a county supersede a state or federal rule; like could unbarred people practice? I'd love to see judges who objectively judge everything rather than being shitheads with opinions.
