The Amish will defeat this the same way they defeated the IRS - they bartered and only banked with themselves, telling the IRS to fuck off.
The IRS, realizing they couldn't win against this strategy - and even more importantly that if everyone else realized they could collectively say no to the IRS it would be game over.. decided to give the Amish an "exemption" from the rules!
How graceful of the IRS to give the Amish an exemption for something the Amish refused to do and the IRS couldn't possibly enforce. So benevolent. So wise.
If only the sheep would recognize that every aspect of these systems of control are VOLUNTARY when 99.99% of the population are being tyrannized by 0.01%.
