I know in most states you can have the test administered verbally if you can't read and in almost any language. So you can be an illiterate Guatemalan and still pass the "written" test. In spite of that, many branches of the California DMV have been shut down after investigations because the fucked up employees sell licenses to illegals and incompetents who are completely unqualified to drive. Couple that with the fact that the Highway Patrol finds it a waste of time and resources to cite illegals for driving without a license because will never pay fines, will never be deported, will never have insurance, and it angers the farmers when you lock up their strawberry pickers
