Driver's Education used to be taught in High School for a semester. You got to watch the Blood On The Asphalt warning film, behind the wheel training.
Driving isn't so much a skill anymore. I hauled ass in a Nissan Z20s all over the country with no power steering, no ABS. All kinds of crazy weather conditions. Went through every state west of the Mississippi. You had to know how to drive, look ahead, pump brakes, manhandle the wheel. New cars are as gay as the drivers. Go ahead and smash it up. Airbags and insurance.
The only time I ever crashed was in my '70 Lincoln Continental. I was only doing about 30 MPH. Brake Master cylinder went out and I had no choice but to smash into a chain link fence. Car was fine, fence was destroyed.
There needs to be German driving structure in the US. You are right on new cars, they have too much power and ability that the driver loses finesse of driving.

In Germany and Japan a car has to be in pretty good condition to be street legal. In the US if all the lights work you're legal even if the vehicle is held together by duct tape. Just don't have loud exhaust or tinted windows.
Anybody driving through residential neighborhoods at night with loud exhaust is nigger-tier at best and deserves the rope.

I know in most states you can have the test administered verbally if you can't read and in almost any language. So you can be an illiterate Guatemalan and still pass the "written" test.
In spite of that, many branches of the California DMV have been shut down after investigations because the fucked up employees sell licenses to illegals and incompetents who are completely unqualified to drive.
Couple that with the fact that the Highway Patrol finds it a waste of time and resources to cite illegals for driving without a license because will never pay fines, will never be deported, will never have insurance, and it angers the farmers when you lock up their strawberry pickers
