I think you're dead on about air, bus, and train.
With public transport covered, they can force a gas shortage and keep ratcheting up gas prices at the federal level. Every $1.00 increase takes some highway travelers out. At 20 or 30 dollars a gallon most people would curtail leisure travel.

At 20 or 30 we’d have a lot bigger problems than losing leisure travel. Like food becoming unaffordable for most people.
No doubt. Just saying that at some point people will 'voluntarily' stop traveling. Mass hunger is probably on the program, too. Just later in the show.
