I don't know. They should not be able to verify it as that would (in a sane world) violate HIPAA. From the employer's point of view, the card provides them plausible deniability. If asked, they can show authorities proof their workers are vaccinated to comply. You can also claim plausible deniability by claiming you got the card and if you're not recorded in a database, it was an administrative mistake. Authorities have no way to prove otherwise. The people who get caught, brag on FakeBook they fake their vaccination. Just don't make any noise where authorities can check you out. Also, government workers are too lazy to actually research anything. All they do is follow orders.
